25 Years of the ICPD: Accelerating the Promise
The year 2019 marks the 25th anniversary of the International Conference on Population and Development (ICPD), held in Cairo in 1994. At the conference, 179 governments including Nepal adopted a visionary Programme of Action that called for women’s reproductive health and rights to take centre stage in national and global development efforts.
Since 1994, remarkable progress has been made in Nepal, but there are many women and girls who have not benefited from the promise of ICPD. These documents (in English and Nepali) highlight what's changed in Nepal since ICPD and the unfinished business as well as to give a momentum to the Nairobi Summit on ICPD25 in Kenya on 12-14 November that the Governments of Kenya and Denmark and UNFPA are co-convening.
The goal of this upcoming summit is to elicit commitments to end preventable maternal deaths, eliminate unmet need for modern contraceptive methods, and end gender-based violence and harmful practices against women and girls – as an indispensable part of Agenda 2030.

Right to Safe Motherhood and Reproductive Health Act 2075
नेपालको संविधानद्धारा प्रदत्त महिलाको सुरक्षित मातृत्व तथा प्रजनन स्वास्थ्य सम्बन्धी हकको सम्मान संरक्षण र परिपूर्ति गर्नको लागि मातृत्व तथा प्रजनन स्वास्थ्य सेवालाई सुरक्षित, गणस्तरीय, सर्वसुलभ र पहुँच योग्य बनाउने सम्बन्धमा आवश्यक व्यवस्था गर्न वाञ्छनीय भएकोले सङ्घीय संसदले यो ऐन बनाएको हो ।
The Right to Safe Motherhood and Reproductive Health Act 2075, enacted by the Federal Parliament of Nepal, ensures necessary provisions on making motherhood and reproductive health service safe, qualitative, easily available and accessible , in order to respect, protect and fulfill the right to safe motherhood and reproductive health of the women conferred by the Constitution of Nepal.

UNFPA Annual Report 2018
Active in Nepal since 1971, UNFPA has supported the health-sector programme, enhanced the national response to gender-based violence, and implemented the population and housing census. Today, programmes support the subnational capacity for planning and managing population, gender and reproductive health programmes, and strategies in districts that have made slow progress in achieving the goals of the International Conference on Population and Development (ICPD).

UNFPA Country Programme Document for Nepal (2018-2022)
This 8th Country Programme Document of UNFPA for Nepal, approved by the Executive Board of the United Nations Development Programme, the United Nations Population Fund and the United Nations Office for Project Services, will contribute to a transformative agenda to build a foundation for achieving the Sustainable Development Goals. The central goal is to reduce maternal mortality and expand reproductive rights and choices. All programme components are designed to support this goal by strengthening the capacities of the health system to target underserved communities with quality services, equipping young people especially adolescent girls with skills and information to make informed choices and prevent harmful practices, enhancing services to survivors of gender-based violence and empowering communities to support social change by challenging discriminatory harmful practices. Robust, disaggregated data will support targeting, planning, and advocacy. The programme will work from upstream policy to service delivery by building institutional capacities in the respective programme areas, and by building an enabling environment for the implementation of laws, policies and strategies and the fulfillment of human rights, with the flexibility to respond in humanitarian situations.

United Nations Development Assistance Framework for Nepal (2018-2022)
At the core of this new UNDAF are the SDGs, the Government of Nepal’s Fourteenth Plan, and international commitments and norms to which Nepal is a party. Leaping off from the lessons learned from the previous UNDAF (2013-2017), this new framework builds upon successes, incorporates emerging issues and agreements, and serves to address Nepal’s larger economic, social, and environmental objectives. The four UNDAF outcomes weave together linked thematic areas: 1) Sustainable and Inclusive Economic Growth; 2) Social Development; 3) Resilience, Disaster Risk Reduction and Climate Change; and 4) Governance, Rule of Law and Human Rights.
Comprehensive Sexuality Education: Teachers' Resource Material
Well-trained, supporting and motivated teachers play a key role in the delivery of high-quality sexuality education. In this regard, UNFPA, the UN reproductive health and rights agency, in collaboration with the National Centre for Educational Development (NCED) and SISo Nepal, developed this teachers’ training package on comprehensive sexuality education (CSE).
The teachers training package includes a five-day training module on six key concepts of International Technical Guidance on Sexuality Education along with the resource material for teachers on CSE. The five-day training package has been included as customized training into the Government of Nepal’s curriculum for teachers. Moreover, an abridged version of the training module has also been integrated into the 10-day long Teachers Professional Development (TPD) training meant for all the teachers who teach Health, Population and Environment courses.
In addition, UNFPA will support NCED in rolling out the training package in 10 districts, developing a cadre of more than 200 trained teachers. With funding from DFAT, UNFPA is working with the government and non-government partners to enhance young people’s knowledge on CSE through formal and non-formal education in five districts — Baitadi, Bajhang, Rukum, Udayapur and Sindhuli.
धेरैजसो किशोरकिशोरीहरू विद्यालयमा हुने भएकाले किशोरकिशोरीहरू यौनिक व्यवहारका लागि सक्रिय हुनुभन्दा पहिले नै धेरै किशोरकिशोरीहरूलाई बृहत्तर यौनिकता शिक्षा दिनका लागि विद्यालय क्षेत्रले ठूलो अवसर प्रदान गर्दछ । विद्यालयको पाठ्यक्रममा समावेश गरेर र स्वास्थ्य तथा जनसङ्ख्या विषय अध्यापन गराउने शिक्षकहरूको क्षमता अभिवृद्धि गराएर विद्यालय जाने किशोरकिशोरीहरूलाई यौनिकता शिक्षा दिँदा प्रभावकारी हुने भएकोले यसलाई प्रभावकारी रूपमा कार्यान्वयन गर्नु पर्दछ । यसका अतिरिक्त विद्यालय बाहिर रहेका किशोरकिशोरीहरूका लागि पनि अनौपचारिक शिक्षा कार्यक्रमका पाठ्यक्रमहरूमा पनि यौनिकता शिक्षालाई समावेश गराई समुदाय स्तरसम्म पु¥याउँदा प्रभावकारी हुने छ ।

किशोरीहरूलाई बृहत्तर यौनिकता शिक्षासम्बन्धी विषयहरूको अध्यापन गराउन र मनोपरामर्श मनोविमर्श दिनका लागि आवश्यक ज्ञान तथा सिपको आवश्यकता देखिएको परिप्रेक्ष्यमा किशोरकिशोरीहरूलाई बृहत्तर यौनिकता शिक्षासम्बन्धी विषय अध्यापन गराउने कार्यमा शिक्षकहरूको क्षमता अभिवृद्धि गर्ने उद्देश्यले यो तालिम निर्देशिकाको विकास गरिएको हो ।
यो तालिम सामग्रीमा प्रशिक्षकका लागि निर्देशिका र प्रशिक्षक तथा सहभागीहरूका लागि स्रोत सामग्री गरी जम्मा दुई भाग छन् । ती दुई भागहरूमध्येको यो प्रशिक्षकका लागि निर्देशिका तालिमका सत्रहरू सञ्चालन गर्नका लागि सहयोगी निर्देशिकाका रूपमा विकास गरिएको हो ।
संरक्षण विषयगत क्षेत्रको राष्ट्रिय रणनीतिक कार्ययोजना २०७३
भू–धरातलीय बनावटको कारण प्रत्येक वर्ष नेपालका विभिन्न भूभागमा प्राकृतिक प्रकोपका घटनाहरू जस्तै बाढी, पहिरो, भूकम्प, आगलागी, हुरीबतास, असिना वर्षा, खडेरी, अनिकाल तथा महामारी आदि भइरहेका छन् जसबाट ठूलो धनजनको क्षति भएको पाइन्छ । २०७१ श्रावण २८ र २९ गते गएको मध्यपश्चिमको बाढी तथा पहिरोमा परी २६५ जनाको मृत्यु भएको थियो । त्यसै गरी २०७२ बैसाख १२ को भूकम्प र त्यसपछि गएका विभिन्न परकम्पनले राष्ट्रका अधिकांश जिल्ला प्रत्यक्ष तथा अप्रत्यक्षरूपमा प्रभावित हुनुका साथै लाखौं मानिसहरू घरबारविहीन भएका थिए । राष्ट्रिय आपत्कालीन कार्यसञ्चालन केन्द्रको तथ्याङकअनुसार भूकम्पबाट ८,८९१ जनाको मृत्यु भएको थियो भने घाइतेको सङ्ख्या २२,३०२ र प्रभावित परिवारको सङ्ख्या ८,८६,४५६ रहेको थियो । यस्ता प्राकृतिक प्रकोप तथा द्वन्द्वमा बढी प्रभावित हुने तथा जोखिममा रहेका महिला, बालबालिका, जेष्ठ नागरिक तथा अपाङ्गता भएका व्यक्ति सङ्कटासन्न समूहमा परेको पाइन्छ । विकास प्रक्रिया तथा जोखिम न्यूनीकरण कार्यक्रममा सङ्कटासन्न समूहलाई लक्षित तथा मूलप्रवाहीकरण गर्न नसक्दा यस्ता समूहहरू बढी जोखिममा रहेको पाइएको छ । यस्ता जोखिमका असरलाई न्यूनीकरण गर्न विपद् पूर्वतयारी तथा प्रतिकार्य गर्ने क्रममा उक्त सङ्कटासन्न समूहका संरक्षणसम्बन्धी मुद्दाहरूमा नीतिगत, संस्थागत तथा कार्यगत व्यवस्था हुनु आवश्यक देखिन्छ । यसै कुरालाई मध्यनजर गर्दै महिला, बालबालिका तथा समाज कल्याण क्षेत्रमा संरक्षण समूहको भूमिका तथा जिम्मेवारी अझ प्रभावकारी बनाउंन यो रणनीतिक कार्ययोजना तयार गरिएको छ ।
