UNFPA, the United Nations Population Fund (UNFPA), is an international development agency that works to deliver a world where every pregnancy is wanted, every child birth is safe and every young person’s potential is fulfilled.
The project [Q4 2024-Q2 2027] ‘safe and enabling environment for adolescent girls and young women’ (SAFE-Girls) targets harmful practices and gender-based violence experienced by adolescent girls and young women in three provinces of Nepal where levels of gender-based violence and harmful practices are high.
The project has three outcomes: 1) The capabilities of adolescent girls and young women to act as change agents in society is increased 2) The support and prevention systems for survivors of gender-based violence are enhanced; and 3)
The quality and reach of comprehensive sexuality education is strengthened.
To measure progress towards project outcomes indicators were developed in the project document that require a clear baseline to be established using Complex Services survey methods. While there are three outcomes, the survey will focus on establishing baseline data for three indicators across two of the outcomes, as below:
Outcome 1
The capabilities of adolescent girls and young women to act as change agents in society is increased.
1. Percentage of adolescents/ women aged 15- 19 years who are married or in unions.
2. Percentage of women aged 15-49 years who ever experienced physical violence.

1. Number of adolescents receiving comprehensive sexuality education following international technical and programme guidance.
